William’s Life

William Elias Carr Sr. was a beloved husband, father, grandfather, brother, and friend whose life was defined by family, perseverance, hard work, generosity, and love. William passed away peacefully in his sleep on September 20, 2026. He leaves behind a lifetime of memories and a family who will continue to carry his love and legacy in their hearts.

William was born in Chicago, Illinois, in 1942, the third oldest of seven children. When he was three years old, his parents moved the family to Portland, Oregon, so his father, Thomas Carr Sr., could work in the shipyards. The family lived in Vanport until the flood of 1948, after which they moved to the St. Johns area of North Portland. Portland remained an important part of William’s life and the place he called home.

William attended Roosevelt High School and Washington High School. During his school years, he became ill with rheumatic fever, causing him to miss a year of school and repeat a grade. Despite this setback, he persevered and later earned his GED.

As a young man, William enjoyed boxing, rollerskating, picking cherries and walnuts, and helping his community. At 21, he entered the United States Army and was stationed in Okinawa, Japan. Throughout his life, he worked hard, including time at the shipyard, being part of the union, and as a Certified Nursing Assistant.

William shared a special bond with his grandfather, lovingly known as Daddy Bill, whom he was named after. From him, William learned many of his handiwork and craftsmanship skills—lessons and memories that stayed with him throughout his life.

In 1992, William married Editha Pingongcos Justiniani. They shared many years together and built a life filled with family and memories. Sadly, Editha passed away in 2008. In 2019, William found love again and married Rosemarie Tuboran, beginning another meaningful chapter of his life.

William found joy in the simple things. He loved his dogs, riding his motocycle, baking fruitcakes, eating at buffets, collecting coins, and most of all, fishing. He especially loved fishing for crappies and proudly called himself “The Crappie Hunter.” His love of fishing became one of the many things his family will fondly remember about him.

William is survived by his wife, Rosemarie; his six children, Ellis, Kimberley, Tyrone, Cheree, William Jr., and Michelle; his grandchildren; his sisters, Gloria, Jeanette, and Mildred; his neices and nephews, and a host of extended family members and friends who will forever cherish his memory.

He was preceded in death by his mother, Mildred Carr (Gogin); his father, Thomas Carr Sr.; his brothers, Thomas Carr II, Robert Carr Sr., and James Carr Sr.; and his grandparents, Elsie M. Lieu (Mama Dear) and William E. Lieu (Daddy Bill). His family will remember his many stories, his generosity, the things he taught them, his love of fishing, and the unique personality that made him William.

William will be deeply missed, forever loved, and always remembered.
