Frances Lou Kell was born in Portland to Agnes Louise (Schmeideskamp) Kell and Walter John Kell. She lived in Portland all her life, moving to Gresham later.
She married Daniel Robert Leonard in 1956. They divorced. She is survived by one daughter, four grandchildren, two great-grandchildren, one nephew, one niece, and one great-niece. Her brother Kenneth died ten years ago. Burial will be in Rose City Cemetery.
